Since 2016 Dignity Humanitarian NGO has been a member of the Group of Public Monitors Implementing Supervision over the Criminal-Executive Institutions and Bodies of the Ministry of Justice of the Republic of Armenia (hereinafter: the Group), which carries out public monitoring in penitentiary institutions and bodies of the Ministry of Justice of the Republic of Armenia.
The Group was established by Order No. ՔՀ-66-N of the Minister of Justice of the Republic of Armenia on November 18, 2005.
The Group serves as a public oversight body focused on protecting the rights and freedoms of individuals held in penitentiary institutions.
The goal of the Group’s activities is to ensure public oversight over the protection of human rights.
Objectives of the Group include:
- Identifying violations of the rights of individuals kept in penitentiary institutions and reporting the issues to the public and the Ministry,
- Submitting recommendations to prevent and address human rights violations in penitentiary institutions,
- Presenting analyses, conclusions, and recommendations on the situation in penitentiary institutions to the Ministry and the public,
- Reviewing penitentiary legislation and, when necessary, proposing amendments, supplements, or new legal acts.
Main tools and methods of the Group include:
- Announced and unannounced visits to penitentiary institutions and meetings with individuals kept in the penitentiaries and the staff,
- Individual interviews with persons kept in penitentiaries and penitentiary staff,
- Thematic studies, research, and analyses,
- Summarizing and disseminating information through all means not prohibited by the legislation of the Republic of Armenia, and other lawful methods.
