The Council of Europe’s Recommendation as a Clear Signal of Responsibility for Armenia

Dignity Humanitarian Non-Governmental Organization (DIGNITY) highly appreciates the letter addressed to the Prime Minister of the Republic of Armenia by the Council of Europe Commissioner for Human Rights, Michael O’Flaherty, viewing it as a principled and timely message in ensuring the protection of human rights in Armenia.

The issues raised in the letter go beyond mere observations; they directly point to systemic gaps that continue to hinder the full protection of human rights in Armenia. In particular, the absence of comprehensive anti-discrimination legislation and the insufficient level of protection for vulnerable groups remain unresolved challenges.

In this context, the Council of Europe’s message should be perceived not as an external assessment, but as a clear reminder of Armenia’s international obligations. The principles of human rights, the rule of law and equality are not subject to selective application.

DIGNITY emphasizes that at this stage, it is necessary to move from statements to measurable and accountable actions. In particular:

  • adopt comprehensive and enforceable anti-discrimination legislation, including SOGI as a protected ground,
  • ensure effective legal protection mechanisms for vulnerable groups,
  • guarantee the consistent implementation of human rights standards by state bodies,
  • establish transparent and accountable processes within the framework of cooperation with international partners.

Issues raised by international bodies present an opportunity to reassess existing policies and strengthen legal and institutional frameworks. However, ignoring them or providing only formal responses will further deepen existing problems and harm Armenia’s democratic reputation.

DIGNITY reaffirms its readiness to cooperate with state authorities and international partners to ensure the protection of human rights in line with European standards.

At the same time, we expect that the issues raised will receive a clear, time-bound and public response, accompanied by practical and targeted actions aimed at protecting all vulnerable groups, including LGBTQI persons, and avoiding evasive and generalized policies.
