Legal support to an asylum seeker, placed in Mental Health Center

On March 29, 2026, O.K., a citizen of the Russian Federation and an asylum seeker in the Republic of Armenia, who was placed in the national centre for Mental Health Care CJSC of the Ministry of Health of the Republic of Armenia (RA), applied to Dignity Humanitarian NGO. A security measure in the form of medical supervision had been applied against the latter.

The individual kept in the mental health centre complained about ill-treatment, suffering, caused by antipsychotic medications, as well as daily-life difficulties and restrictions, which had led to a deep depressive situation.

Anahit Mkrtchyan, defence-lawyer of Dignity Humanitarian NGO, sent urgent letters to the Staff of the Human Rights Defender, as well as to the Psychiatric Institutions Monitoring Group.

In connection with the issues, raised in the letter, representatives of the Defender paid a visit to the National Centre for Mental Health Care CJSC of the RA Ministry of Health, held a private interview with O.K., and examined his medical documents. Afterwards, the issues of concern were discussed with the medical staff of the psychiatric organization.

Dignity Humanitarian NGO maintains ongoing feedback communication with the individual, held in the closed institution and provides legal counselling, regarding their rights and interests.
