Thanks to Dignity’s Intervention The Access to Healthcare Services Is Restored

On June 11 2026, a citizen of the Republic of Armenia A.V. applied to Dignity NGO, stating that they are a beneficiary of the universal health insurance system, but were actually deprived of the opportunity to use the healthcare services, provided by the insurance. The system reflected that the latter is not a resident of the Republic of Armenia, because, allegedly, they had not resided in the territory of the RA for 180 or more days, within the last 12 months, as a result of which a corresponding restriction had been applied to them.

While examining the application, Dignity NGO lawyer Shushan Khnkoyan provided legal advice to the applicant, presenting their rights and possible legal mechanisms to resolve the issue. At the same time, in order to clarify the factual circumstances of the problem and support the fulfillment of the beneficiary's right, contact was established with the Universal Health Insurance Fund.

As a result of collaboration with the Fund, the applicant's data was verified, during which it was revealed that there was a technical inaccuracy in the system. Particularly, it was confirmed that the applicant had never left the territory of the Republic of Armenia, and the information, reflected in the system, did not correspond to the actual data. Therefore, necessary steps were taken to eliminate the error and correct the beneficiary's data.

After resolving the technical issue, the applicant's right to benefit from the healthcare services, provided within the framework of universal health insurance, was restored, and they gained the opportunity to access available medical services without additional obstacles.

Such cases once again prove that administrative or technical errors can lead to the restriction of individuals' rights; therefore, their rapid detection, effective collaboration with relevant bodies and legal support are of vital importance in ensuring the full realization of individuals' rights.

We express our gratitude to the Universal Health Insurance Fund for its quick response to the issue, effective cooperation and support in the process of restoring the beneficiary's right.
