Capacity Building Training for Persons Kept at Nubarashen Criminal-Executive Institution of the Ministry of Justice of the Republic of Armenia.
On July 8 2026 within the framework of HIV prevention program, carried out by Dignity Humanitarian NGO (Dignity), the next in turn capacity building training was held at Nubarashen Criminal-Executive Institution of the Ministry of Justice of the Republic of Armenia.
The goal of the training sessions is to develop the capacity and the leadership of persons, kept in Criminal-Executive Institutions of the Republic of Armenia, in the fields of HIV, Hepatitis, Tuberculosis, Methadone Maintenance Therapy and The Right to health, and to provide educational, informational and preventive materials.
The training was launched by Dignity NGO representative Davit Avalyan’s welcome speech, who
highlighted the important role of educational and capacity-building initiatives implemented in the criminal-executive institutions of the Republic of Armenia. In his remarks, he emphasized the importance of participants' active engagement and leadership development, and wished them productive work and successful application of the knowledge gained at both the personal and community levels.

Hermine Hovakimyan, the infectious disease physician of the National Centre for Infectious Diseases of the Ministry of Health of the Republic of Armenia, presented the first two topics of the training: HIV and AIDS. The ways of Transmission, Prevention and ARV treatment, Hepatitis. |

Next, Naira Khachatryan, phthisiologist, physician of Arabkir Health Centre in Yerevan, talked about the ways of transmission of tuberculosis, the main symptoms and preventive measures, emphasizing the significance of the early disease detection.

During the next part of the training, Anna Asatryan, doctor-narcologist, the president of Addictions and Public Health NGO, presented the consequences of psychoactive substances and drug use, the approaches of minimizing the damage and the significance of methadone maintenance therapy programs.

The last topic of the session - The Right to health: Ensuring Access to Healthcare Services Among Persons Kept in Criminal-Executive Institutions, was presented by Anahit Mkrtchyan, the attorney of Dignity NGO, who introduced the national and international guarantees of persons kept in criminal-executive institutions, as well as the challenges of access to the right to health.

At the end of the training, a Q&A session was organized, when the participants had the opportunity to discuss the topics presented and receive additional clarifications. Next, the participants were awarded with certificates of participation. Afterwards, individual consultations were carried out, during which the participants had an opportunity to receive professional support and answers to their questions.
The training sessions are implemented by Dignity Humanitarian NGO, in collaboration with the Ministry of Justice, Group of Public Monitors Implementing Supervision Over the CEIs and Bodies, MoJ, Armenia, with financial support of the National Centre for Infectious Diseases CJSC of the Ministry of Health of the Republic of Armenia.
