Third Session of Training Series for Persons Kept in Criminal-Executive Institutions Was Held at VANADZOR CEI

On July 22, 2026, within the framework of the HIV Prevention Program implemented by Dignity Humanitarian NGO (Dignity), the third session in a series of capacity-building trainings for persons kept in criminal-executive institutions (CEI) of the Ministry of Justice of the Republic of Armenia was held at Vanadzor CEI.

The training series aims to strengthen the capacities and leadership of persons kept in Armenia's CEIs through educational and informational sessions covering topics of HIV, Viral Hepatitis, Tuberculosis, Methadone Maintenance Treatment and the Right to Health. Participants are also provided with educational and informational materials.

At the opening of the session, David Avalyan, representative of Dignity Humanitarian NGO, welcomed the participants, emphasizing the importance of educational initiatives in criminal executive institutions and their contribution to promoting health and the development of a knowledge-based environment. He encouraged participants to actively engage in the discussions and apply the knowledge gained in their daily lives.

Following the opening remarks, Dr. Yulia Manukyan, infectious disease specialist at the National Center for Infectious Diseases of the Ministry of Health of the Republic of Armenia, delivered a presentation on HIV, AIDS, and viral hepatitis. She presented the routes of transmission, prevention methods, the importance of early diagnosis and current treatment options.

The session on tuberculosis was delivered by Dr. Naira Khachatryan, phthisiatrician at Arabkir Health Center in Yerevan. She presented the main symptoms of tuberculosis, its modes of transmission and effective prevention measures, highlighting the importance of timely detection and treatment.

Dr. Anna Asatryan, president of Addictions and Public Health NGO and a narcologist, spoke about the consequences of psychoactive substance use, harm reduction approaches and the role of methadone maintenance treatment programs as an important tool for protecting health.

Anahit Mkrtchyan, lawyer at Dignity Humanitarian NGO, presented the mechanisms for realizing the right to health of persons kept in criminal executive institutions, issues related to access to healthcare services and the existing legal safeguards.

The training concluded with an active question-and-answer session and discussion, during which participants had the opportunity to receive answers to their questions. At the end of the training, participants were awarded certificates of participation and were provided with individual consultations.

The training sessions are implemented by Dignity Humanitarian NGO, in collaboration with the Ministry of Justice, Group of Public Monitors Implementing Supervision Over the CEIs and Bodies, MoJ, Armenia, with financial support of the National Centre for Infectious Diseases CJSC of the Ministry of Health of the Republic of Armenia.
